WRK [pomos] ensure extra writing in slow xln weeks

This goal has the following fine print specified by grayson:

Make sure I do extra writing in weeks when translation work is slow. That way, I keep my writing average up even with the occasional slammer week of xln work.
The rate here is 1.5 times the rate on writing, so I have to do more than my writing minimum in slow xln weeks. Building that buffer is important, because wrk-max ensures that in xln slam weeks, I have to sacrifice writing time.
A pomodoro is 25 minutes of focused time spent brainstorming, writing, submitting, researching, etc.
