I'm aiming for at least 10 hours (24 25-min pomodoros) per week (on average).
The occasional sparse week is fine, if I've built up buffer by writing more in previous weeks (when xln work was slow). Note that I can't count on making up the slack in any given week, though, because my wrk-max goal limits hours on wrti+xln total. So the key is to consistently write more in slow xln weeks, so I can write less in xln slam weeks.
A pomodoro is 25 minutes of activity related to writing fiction: brainstorming, plotting, writing, revising, submitting, etc.
The focus is on input (time and effort), not output (word count).
